Mike Huggins, ICMA-CM, is a former Eau Claire City Manager and Planning Director with 40 years of leadership experience in local government and community engagement. He is a Founder and former board member of Clear Vision Eau Claire, a 2015 Finalist for the Harvard University Ash Center Innovations in Public Engagement in Government Award. He was a Leading Practices Service Provider with the ICMA Center for Management Strategies, and Senior Lecturer in Community Leadership and Engagement at the University of Wisconsin-Eau Claire. He is a faculty member of the Public Work Academy, Augsburg University; a member of the National Civic League Council of Advisors; and a Policy Fellow at the Wisconsin Institute for Public Policy and Service. He holds Master’s Degrees in Public Administration and Urban Planning from the University of Kansas.

Mike’s areas of interest include community engagement, public problem solving, civic organizing, and local democratic practices. His primary focus is working with local communities to build the public problem-solving skills of everyday people to collaborate and do meaningful public work.
